International Campaign on Women Human Rights Defenders - celebrate them today, November 29th!

Today, November 29th, is International Women Human Rights Defenders Day.

One year ago, from November 29 to December 2, 2005, women met in Colombo, Sri Lanka for the International Consultation on Women Human Rights Defenders. The Proceedings document the discussions and analyses of violations and abuses committed against women human rights defenders through a framework of four key sources of violations: state actors, non-state actors, family and community, sex and sexuality-based attacks. The Proceedings also include strategies and recommendations made by the participants to better protect women human rights defenders. I think the campaign should also apply to online harassment and diffamatory propaganda against women's equality advocates - which it undoubtedly could, it's just that the extent of misogyny is not yet well known, so not many have thought of it yet...

The Campaign

The International Campaign on Women Human Rights Defenders is an international initiative for the recognition and protection of women who are activists advocating for the realization of all human rights for all. The campaign asserts that women fighting for human rights and particularly focusing on women's human rights face specific violations in the course of their work because of their sex and gender. In addition, the Campaign focuses on the situation of human rights activists defending women’s rights and in particular calls attention to the violations experienced by lesbian, gay, bisxeual, transgender and other rights activists on grounds of their sex and gender identities. The identities of these actors as well as the nature of the rights they strive to uphold are both factors that make them the focus of the Campaign.

The Campaign aims to support the critical role played by human rights defenders all over the world in the promotion and protection of all human rights for all through expanding the ambit of understanding of this concept to include specific defenders and groups of defenders that are at risk because of their sex/gender identity. This has become all the more important in the present global context in which the space for human rights advocacy by civil society actors is shrinking in the context of the US-led 'wars' against terrorism and rising fundamentalisms.

The Campaign, which emerges out of a process of coalition building between women's rights organizations and human rights organizations, brings together a wide range of experiences and histories of defending human rights. It looks at issues of impunity and accountability of the State as well as accountability of a range of non-State actors for violations against women human rights defenders. It focuses on developing collective analytical and political strategies for strengthening the defense of women human rights defenders within a broader context of reaffirming internationally recognized commitments to democratic principles and universal human rights and freedoms.

The Campaign has identified four core calls:

- Recognition of women human rights defenders;
- Resistance to State violence;
- Responsibility by non-State actors;
- Realization of all human rights for all.

La campagne

La Campagne internationale pour la protection des militantes des droits humains est une initiative internationale pour la reconnaissance et la protection des femmes militant pour l’accès universel à tous les droits humains. La campagne part du constat que les femmes luttant pour les droits humains et en particulier pour les droits humains des femmes font face dans leur travail à des abus spécifiques en raison de leur sexe et de leur genre. Par ailleurs, la Campagne s’intéresse particulièrement à la situation des militantes des droits humains défendant les droits des femmes et attire l’attention sur les attaques subies par les lesbiennes, les homosexuels, les bisexuels, les transexuels et d’autres militants des droits humains en raison de leur identité sexuelle et de leur genre. L’identité de ces militantes et la nature des droits pour lesquels elles luttent font d’elles le point focal de la Campagne.

La Campagne vise à soutenir les défenseurs des droits humains partout dans le monde pour le rôle crucial qu’ils jouent dans la promotion et la protection de l’accès universel à tous les droits humains en développant la portée et la compréhension de ce concept de façon à inclure des défenseurs particuliers et des associations de défenseurs qui courent un risque en raison de leur identité sexuelle ou de leur genre. Cela est devenu d’autant plus important que le climat mondial est marqué par le rétrécissement des espaces de défense des droits par la société civile notamment en raison des "guerres" que mènent les Etats Unis contre le terrorisme, et des intégrismes montants.

La campagne, résultat d’un processus réunissant des organisations de défense des droits des femmes et celles défendant les droits humains, reprend un ensemble d’expériences ainsi que l’historique de la défense des droits humains. Elle s’intéresse aux problèmes que posent l’impunité et la responsabilité d’un ensemble d’acteurs non étatiques responsables d’abus contre des militantes des droits humains. Elle vise à développer des stratégies collectives analytiques et politiques pour renforcer la défense des militantes des droits humains dans un contexte plus large de réaffirmation des engagements pris à l’échelle internationale en faveur des principes démocratiques et des droits humains et des libertés universels.

La Campagne a dégagé quatre axes fondamentaux :

- Reconnaissance des militantes des droits humains ;
- Résistance à la violence de l’Etat ;
- Responsabilité des acteurs non-étatiques ;
- Accès universel à tous les droits humains.
